It was prepared by a cross-Canada group of ECEC advocates, educators and researchers using the background Vision paper for the ChildCare2020 conference (November 2014) as a foundation. The letter sent with the Shared Framework to all Canadian First Ministers and ministers responsible for child care noted that a solid research and evidence-based National Framework, as committed to by the federal government, will provide the basis upon which to build, over time, the universal, high quality ECEC system required to meet the needs of today’s families.
