The findings of this report shed light on the conditions that would advance the objectives outlined in "In unison," with a focus on the supports that people with disabilities need to carry on with their lives across a range of situations. The research draws upon focus groups, key informant interviews, and reviews of the literature, case law on disability supports, and international initiatives in disability policy. After defining some terms, the report provides brief profiles of people with disabilities, their families, specialized services, and generic programs & opportunities at the community levels. then focusses on key policy issues facing individuals, families, specialized services, and communities more broadly, such as eligibility for supports, access & affordability of supports, inclusiveness of mainstream services, and deinstitutionalization. This is followed by an overview of the context for addressing policy issues: federalism & the social union, jurisprudence on disability supports, the service delivery context, and international policy developments. The final chapter summarizes key findings and suggests future directions for efforts to address the issues raised in this research. The appendix includes notes on statistical sources, statistical tables, and a fuller discussion of the jurisprudence & service delivery context for addressing issues.
